I strongly agree and not only Leyte. I just visited my home town in Quezon province which is just a kilometer away from Sierra Madre mountain range. Education and progress is too slow because of this unqualified politician. About leyte or Western visayas in particular, i think they rank low in the 2006 STEP competition. another poor performance are region in the south specially ARMM.
